The final report of the Building the Education Revolution (BER) Implementation Taskforce has been released. It shows that the majority of education authorities were found to have attained value for money and delivered quality facilities. Overall the report is very positive for Queensland state schools, DET and DPW.
Queensland state schools are featured in 10 value for money case studies, with 7 assessed as value for money, two as marginal and one as not having delivered value for money. The DET's response to BERIT is published in "Education Authority Comments" part of the case study - commencing from page 206.
Positives for Queensland include:
- Being the only state government that can claim to have all the attributes of an informed buyer of capital works projects
- The report states; "We are confident that overall the Queensland, WA, SA, the ACT and Tasmania government systems (collectively 30 per cent of the program) have attained value for money in their BER implementation"
- "Taskforce conducted interviews with a wide range of stakeholders including current and former senior public works executives and this together with our research informs our view that today the only government with a full range of public works expertise is Queensland".
- "Queensland's works units remained highly motivated in fighting to retain their share of government work in the face of private competition"
- "The Queensland, NSW and Victorian governments amended their legislation in 2009 to allow a simpler, expedited method of approval for BER projects" (page 67).
Following the interim report, the Taskforce undertook detailed value for money reviews in an additional 80 school projects, most of which were the subject of a value for money complaint. These reviews found value for money had not been achieved in 23 schools and had been marginally achieved in 26 schools. The Taskforce investigated 332 complaints throughout the program, which represents about 3.5 per cent of all schools involved in the program.
